I just visited the Union Station/MTA chargering sites, both of which are listed as "1 Gateway Plaza" on my DWP charging list quide. There are 1+1 and 5+5 chargers in the respective sites.

The more convenient, easy-to-access location is right in front of the main entrance to Union Station, on the south side of the front parking lot. It's right on the north-east corner of the Alemeda/hwy 101 overpass-intersection. There is one inductive and one conductive, two open (unshaded) parking spaces. Parking charges are a bit high (up to $10 for a couple hours).

The second set of chargers are actually located in the parking garage of the new MTA building, which is on the SE corner of Vignes and Cesar Chavez Ave. To get to the most reliable entrance to the garage (non-business hrs), exit the 101 at Alemada going North. Turn right on Cesar Chavez Ave. Right after passing through the tunnel, turn right into the garage entrance. The chargers are on L2, (one level down). There are five inductive chargers total, four at P2-H. A couple rows over in P2-D, there are two handicapped access-chargers; one inductive, one conductive. Also in P2-H, there are four more conductive chargers. The chargers are all 208v. The parking fee is lower at MTA ($5 max for a couple hours), and it is right next to the "East Portal" of Union Station, so it's actually much closer to the Amtrack/metrolink/Red line/bus platforms than the "real" amtrack parking lot.
